Mr.Vaughan is an industry veteran with more than 30 years of oil & gas experience. Through his career he's held various roles with TransCanada, Tenneco Energy, and El Paso Gas where he managed projects in both the US and European markets. Richard currently serves as part of Quanta Services executive team as the Senior Vice President of Project Development. He holds a BS in Civil Engineering from the University of Memphis, an MBA from the University of Houston, and is a Registerd Professional Engineer.

In addition to his career in the energy field, Richard currently serves as a Board member of the non-profit, faith—based charity “Houston Welcomes Refugees”, where legally vetted refugees arriving in Houston are welcomed and assisted with honor, friendship, and hope. As a result, he was deeply involved in the rescue and resettlement of a number of Afghan allies and their families during and after the fall of Kabul in 2021
